Central project evaluation: Global Alliance for Trade Facilitation (GATF)
The evaluation unit of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH commissioned the independent consultancy Mainlevel Consulting AG to conduct the evaluation of the GIZ project Global Alliance for Trade Facilitation.
This evaluation, forming part of the GIZ central project evaluation process, serves three primary purposes: accountability towards GIZ, the Federal Ministry for Economic Cooperation and Development (BMZ), and the project team; learning lessons for future decision-making; and providing insights for the Global Alliance for Trade Facilitation and its German counterpart, as well as various public and private sector stakeholders involved in the project.
The evaluation, conducted from the standpoint of standardized evaluation criteria encompassing relevance, efficiency, effectiveness, impact, and sustainability, along with considerations for the 2030 Agenda for Sustainable Development, cross-cutting issues such as gender and human rights, delves into the implementation principles, alliance models, methodology, digital transformation, and recommendations for the third phase of the project, with a methodological approach anchored in an evaluation matrix to ensure robust analysis and avoid anecdotal evidence.
